Half Moon Bay City Council Approves Raises for Top City Officials. While seeking a $10 million no-interest loan from the state, the Half Moon Bay City Council on June 16 voted 4-1 to give city manager Michael Dolder a raise from $150,000 to $186,000. The same generous council voted to raise his monthly expense reimbursement from $2,500 to $3,500 (a $12,000 yearly increase). Finance Director Hector Lwin also got a bump, from a maximum of $100,800 to a maximum of $105,600. Councilman Jim Grady said, "I can't support an increase when we've just laid folks off."
